PROBITY PLAN: Hornsby Shire Council Westleigh Park Development, July 2023

It appears Hornsby Shire Council were well aware of some of the issues we have been raising for considerable time – yet took no tangible steps to address these serious concerns.

Tracey Howie and her GuriNgai companies, corporations, and followers appear to have been awarded substantial work in relation to the Westleigh Park Development, going back to at least 2019.

There is no record of a tender process taking place at any stage for what should have been Aboriginal Cultural work.

This took place at the same time the Aboriginal Community were publicly declaring that the so-called GuriNgai had no claim to be ‘traditional bloodline custodians’, and had been misleading the non-Aboriginal Community with since disproven claims.

The only Local Government that continues to recognise these non-Aboriginal People as being ‘knowledge holders’ and/or holding any degree of understanding or expertise in Aboriginal matters, is Hornsby Shire Council.

Hornsby Shire Council have been made aware that the people they have relied on for Cultural Knowledge do not possess any, and the reasons for this, many, many times.

According to Council documents, the Westleigh Park Project were also informed there were significant concerns regarding conflicts of interest with this same group:

It appears the Probity Plan was not a priority for those involved with the Westleigh Park Development – which may explain why it’s so difficult to track this document down…

All involved are fully aware that the GuriNgai claims have been conclusively debunked, but appear incentivised to continue pretending otherwise, as it remains commercially viable to do so, in this place in 2024.
